Yes, or if you so desire, you can have multiple databases and config files
and use the "config" field in the search form.

I don't see what the question is here. The restrict field will remove all
URLs that do not match the pattern. The exclude field will remove all URLs
that do match the pattern. So in your example, it matches the exclude, so
it will not be shown.
