The restrict and exclude lists must BOTH be satisfied before a result
is selected for inclusion in the final results. So, if a URL matches
patterns in both lists, the exclude essentially overrides and the URL
is tossed out. And yes, the restrict and exclude parameters are very
commonly used to limit results to a subset of a database, whether that
subset is one site of a multi-site database, or a few directories from
one site.
