First of all, if you haven't already done so, you'll want to set
your locale and implement other language-specific configurations.

You'll also need to get and install the following software patch for
3.1.5:

    ftp://ftp.ccsf.org/htdig-patches/3.1.5/accents.5

This code is included in 3.2.0b3, so you don't need the patch for the
latest beta release.

Finally, you'll need to add the accents algorithm to your search_algorithm
attribute setting, and build the accents database whenever you update your
index.  See http://www.htdig.org/dev/htdig-3.2/attrs.html#search_algorithm
