Just to add my two cents worth (again, but more concise and in one place :), I get 3.1.5 to compile and run under current Cygwin version. B3 compiles (with little fixes), but htdig.exe segfaults. htdig-3.2.0b4-070801 compiles fine with no changes, but still segfaults. Haven't tried last snapshot yet.
3.1.5 compiled and ran OK under some previous Cygwin (sub)versions, over the last 1.5 years or so (as I hacked and recompiled for various reasons). I generally update Cygwin regularly, as it fixes more than it breaks (usually).
Just my experience, Cygwin on NT 4.0.
