You can try using the Cygwin path instead of the windows path. I mean using:

'/cygdrive/c/htdig/conf/htdig.conf'

instead of just

'c:/htdig/conf/htdig.conf'

it works fine for me (with 3.1.x release, I couldn't make 3.2 work without
core dumps).
