According to David Ball:

The two main causes of this are an incomplete or corrupted database
(see http://www.htdig.org/FAQ.html#q5.11) or unreadable template files
defined via template_map. I just added a description of the second
problem to FAQ 5.11 a few minutes ago, so it should show up on the web
site within an hour.

If it happens when the template_map setting is commented out, it's most
likely database corruption. A search for "david weber" at the URL above
now seems to work, so I'll guess that you rebuilt your database and it
fixed the problem.
