The -u option to htpurge is needed when you want to pass a single URL
on the command line, for deletion from the database.  With the single
"-" option, htpurge will read a list of URLs from the standard input
and delete them.  They're two very different options.  In either case,
though, you must provide the complete URL and it must be an exact match
with what's in the database.
