The biggest difference in scoring between 3.1.x (and prior) and 3.2.0bX and prior is that new versions no longer take position in the document into account. So previously, if a word was at the top of the document, it would get higher weight than something at the end. For now, this weighting is out in 3.2.0b1 and later. As far as the example you give, it's certainly possible for a document with 8 or 12 regular occurrences to score higher than 3 including a TITLE.
