Well, in the steps you list above, you never said anything about adding links in the existing pages to point to the new ones you added. You must do either that or add the new URLs to start_url in your config. htdig is a spider so it only discovers pages by following HTML links from one page to another, unless the pages are all explicitly given as URLs in start_url.
