Well, did you actually have a look in /usr/share/locale to see which locales are defined? Are there any es* locales that have an LC_CTYPE file? I don't know about Solaris, or even Mandrake Linux, but on Red Hat Linux 6.x the es locale doesn't have an LC_CTYPE file, but es_ES does.
