No es* locales were in either system.  I found the rpm for mandrake (locales-es-2.3.1.2-6mdk.i586.rpm) and that seemed to get spanish working on linux.  Unfortunetly our main web site runs on solaris, and haven't had much luck in finding info for solaris locales.

Well, did you actually have a look in /usr/share/locale to see which locales
are defined?  Are there any es* locales that have an LC_CTYPE file?  I don't
know about Solaris, or even Mandrake Linux, but on Red Hat Linux 6.x the es
locale doesn't have an LC_CTYPE file, but es_ES does.

If you can't find a locale that works, look for a package you can install
that will add in the locale files on your system.
