OK, I did a test on my system and I can't reproduce this problem.
Are you sure you didn't have any typos in the <!--htdig_noindex--> and
<!--/htdig_noindex--> tags in your documents (e.g. hyphens instead of
underscores, or white space somewhere in the tags?

If you can reproduce the problem on your system with a known, correct
document using these tags, please submit further details about your
system (hardware, OS version, distribution if applicable), along with
some -vvvv output from htdig as it parses the document.  If this is a
system-dependent problem we'd like to nip it before releasing 3.1.6.
