They're equivalent in 3.1.6 anyway. In the 3.2 betas, there is no CONFIG file, so you need to use configure options. In 3.1.5 and older versions, not all pathnames were settable by configure options, so you had to change some of them in CONFIG. As for why adding config_dir in your configuration file doesn't seem to work, it's because there's a catch 22 involved - htsearch needs the compiled-in value of CONFIG_DIR in order to find the configuration file in the first place. By the time it's read any setting of config_dir in your configuration file, it's already too late. You can set a CONFIG_DIR environment variable, however.
