Interesting. I'm using an unmodified (albeit updated) Red Hat 7.2 system, and htdig 3.1.6 handles accented characters just fine with the sv_SE locale. This raises the question of what modifications were made to your 7.1 system. I suppose it could be attributed to a 7.1 bug that's fixed in 7.2, but I'd expect that if you installed any update RPMs for 7.1 you'd get the same fixes. 7.1 ships with glibc-common-2.2.2-10.i386.rpm, but the errata updates for 7.1 include glibc-common-2.2.4-19.3.i386.rpm which is what I'm running on my 7.2 system. Another question I have in my mind is how are you setting your locale for htdig? You should simply have the directive locale: sv_SE in your htdig.conf.
