I'm at a bit of a loss to explain that one.  The locale "swedish" is
usually defined as an alias in /usr/share/locale/locale.alias, but I don't
know why your glibc would only allow locale names that are aliased there.
That's not the sort of behaviour I've ever seen on Red Hat systems.

Do you mean the LC_* files were missing from /usr/lib/locale/sv_SE?
What sort of modifications do you have on this Red Hat 7.1 system, and
what version and release of glibc and glibc-common do you have installed?
