Have you installed all available Red Hat errata update RPMs for 7.1,

My reaction too.  Since you didn't mention it explicitly, I have to ask:
did you try removing the single space from that blank line, and if so,
did it make any difference?  I don't see anything in the config file
parsing code that would cause the behaviour you report, but maybe I'm
making false assumptions about how strtok() would react to that line.
It seems to me all the space would do is perhaps cause the addition of a
config dictionary entry that defines an empty string as an empty string.
I can't see how that would lead to the truly bizarre behaviour you're
reporting, hence the question about RPM updates above.

However, if you're running a fully updated 7.1 system, and removing the
single space does make the problem go away, I'd say this warrants further
investigation.  It may be that strtok() is messing things up.
