Step 2 is, of course, the slightly more tricky step. Unless you're using 
the same OS and CPU type (i.e. RedHat v. XX on i686, or Solaris on 
SPARC, etc.) you'll need to run htdump on the "digging" machine to 
produce ASCII databases. Then you'll need to run htload on the mirrors.

This, of course, assumes you're using 3.1.6 or anything past 3.2.0b3.
