By default you need a Web server running on localhost (default port 80). 
You can search though simple HTML file locally without the need of a Web 
server. However, for htsearch to run you need a Web server (you can use it 
also at command line, if you want, but I doubt it is what you are looking 
for!).

For the local files indexing, give a look at the "local_urls" directive.

Unfortunately I don't know anything about the Debian package.
