Are you certain that htdig is actually using the config file with
the start_url/limit_urls_to attributes you state above? You might
want to try using -c <path_to_config_file> in order to ensure
that you are using the config file you think you are using.

Are you certain that there aren't multiple start and/or limit
attributes defined in the config file?

Have you tried deleting the start_url and limit_urls_to lines and
retyping them (maybe even earlier in the file) to verify that
there aren't any hidden characters corrupting part the config
file?
