Have you looked at http://www.htdig.org/attrs.html#server_max_docs ? It places a limit on the number of documents that will be retrieved from a given server. There seem to be some caveats about its use, so it may not be suitable for what you are trying to accomplish. If you need to set the limit on a server by server basis, you would probably need to index the servers separately and then merge the results.
