You haven't given us much to go on--I'm pretty sure you're trying to install a version of ht://Dig 3.1.x, but you haven't mentioned the OS. Are you sure you have write permission for the directory listed? You may also want to create any directory structure if the "installbsd" program/script does not create them. Also, it looks like you're installing into your shared, public HTML directory that would be readable by the webserver.
