Yes, this is done in the pdf_head subroutine in pdf2html.pl.  It runs
pdfinfo to get the INFO dictionary contents from the PDF, and sets the
title to what's in there.  If the title is an empty string, it uses the
file name instead.  However, if the title is set to some random character,
as I've seen in some PDFs, that's all you get for a title.

Hmm, are you sure you didn't also remove the x-bit from the directory
at the same time?  Directories need execute permission, or else you can't
access their contents.  Or maybe you removed read permission at the
same time?  What command did you use to change the permissions?
