I am still having no luck getting the "home page" for the sections come up in top position on the search results,

I tried the same search phrases on Google, and each time, the desired page showed up on top.

"drama hour" and "business hour" are the two phrases I am using.

drama.html have "drama hour" all over the page, title, image alt tags, H1, meta etc. but comes up in 13 position on HtDig

I thought that HtDig gives higher ranking to pages which are linked to by the text of the links. therefor, drama.html should be ranked higher since all navigation links contains "drama hour"...

business.html have the generic (common) title, and meta tags, and comes up in 10th position on HtDig...

What am I doing wrong?
I just tried the above queries with the search page you mentioned a while back. I found that pages named drama.html and business.html always came up in either the first or second position. Perhaps you already implemented a solution?
