its those 3 numbers i don't understand i have read the instructions multiple times but i'm still stumped
The first number is the tuple size. The tuple consists of all the elements associated with each choice, which in this case is 2 (i.e. a URL and a label). The second is the index of the value in the tuple, which would be 1 (i.e. the position of the URL). The third is the index of the label in the tuple, which would be 2 (i.e. the position of the label). As such, you should be using 2 1 2.
