It sounds to me like your web server may not be correctly configured. I'm
not sure what a "page of junk characters" means...do you have a URL we
could look at?

Are you sure that the web server (which isn't working) has a cgi-bin set
up with the server? Are you sure your search.html file points to the right
program? If these are two different machines, how did you copy the files
from one to the other? It's very important that the programs are copied as
BINARY files if you're using FTP. (This is actually my #1 guess of what's
wrong.)
