Does this thing really install at all?

Yes. Of course. It would not be offered as a production release if it didn't work for most people.

configure: error: can not run ./config.sub
configure: error: ./configure failed for db/dist

Do you have a file named config.sub in the db/dist directory? If so, is it executable by the user that is running configure? Under normal circumstances, the file is present and is executable by all users.

So my "./configure" process does not work at all anymore!

At this point, it might make sense to completely delete the ht://Dig package directory, unpack everything again, and restart the configure/build process from scratch. The errors you are getting are exactly those that would be expected if something was wrong with file permissions in your ht://Dig package directory.
