I got some help with my problem with Ht://Dig and locales on OS X

The secret:
While ht://dig will build without modification on Mac OS X 10.2, it is necessary to make a change to the source code in order to support correct locale handling for german umlauts. This is accomplished by editing the file htdig-3.1.6/htlib/Configuration.cc . Changing the string "LC_ALL" to "LC_CTYPE" (at line 189) causes it to work fine with german umlauts:

The same change seems to let ht://Dig work fine for French characters as well. I wish I really knew what had been fixed. Locales seem to cause problems on many platforms so Hopefully some development effort is going into what can make them work more portably.
