The correct way to code a space in a URL is  %20,  so your URL should 
be
http://192.168.168.229/qmh/Normkapitel%204%20-%20Qualit�tsmanagementsystem/
4.1%20Allgemeine%20Anforderungen/4.1%20Allgemeine%20Anforderungen.pdf

(Lots of protocols in the internet clobber and insert spaces, so the 
RFC which defines URLs says that spaces should be ignored, and 
provides the alternative notation.)

If a  <a href="...">  has actual spaces, it is wrong and should be 
changed to use the standard format.  (That doesn't mean that the 
directory names should not have spaces -- just that URLs are not 
directory names...)
