(Lots of protocols in the internet clobber and insert spaces, so the RFC which defines URLs says that spaces should be ignored, and provides the alternative notation.) If a <a href="..."> has actual spaces, it is wrong and should be changed to use the standard format. (That doesn't mean that the directory names should not have spaces -- just that URLs are not directory names...)
