According to Jacqueline Brandes:

That depends on the type of file.  htdig will truncate the file at
max_doc_size bytes when fetching it.  For text files, including HTML,
that means it will index what it has.  Some files, such as PDFs, are
unusable when truncated, so they won't get indexed at all.
