Are you reindexing (i.e. rerunning the rundig script or equivalent) after changing start_url? The start_url attribute specifies where rundig/htdig start the crawl; htsearch just searches whatever the dig process ends up storing in the databases. You can set the start_url attribute to any site that you choose.
