[htdig3-dev] htdoc/ChangeLog: let's lose it.

I suggest we either dump htdoc/ChangeLog or confine doc
change-logs to it; never to be entered in the toplevel
ChangeLog, or another explicit policy.  Right now entries are
duplicated (spuriously?) between those two ChangeLog files.
