Losing the toplevel ChangeLog would be wrong IMHO; it is the
"natural" place to log changes for anything in the subdirectories.

I would like to suggest only an explicit policy: that *all*
changes go into the toplevel ChangeLog (only), and that it is
copied into htdoc/ChangeLog at releases.  At no other times is
htdoc/ChangeLog to be modified.

This seems to be the current implicit policy.
