No, the ampersand is to separate variables, so you don't need one at the
beginning or the end.  No extra quotes are needed, nor are they allowed.
If you want to pass any special characters as part of the value of any
variable, like quotes, ampersands, less-than or greater-than, they must
be hex-encoded as %xx.  Spaces between words must be given as "+" or %20.

Are you sure you didn't specify word=blah instead of words=blah?  It must
be plural, otherwise htsearch will think that the words variable wasn't
set, therefore the empty string it reports.

Ditto.  I've never used the feature myself, but it's supposed to work and
the code looks right.  What version are you running?  Is the allow_numbers
option set in the default htdig.conf, or in an alternate configuration
file that you use for digging?  If the latter, you must specify this as
a config file for htsearch, via the config= option, and it must be in
the default configuration directory.
