According to Bill Moninger:

It seems likely to me that you've listed "restrict" in the allow_in_form
attribute in your configuration file.  You shouldn't.  The allow_in_form
attribute should only be used for enabling other attributes, which aren't
already used as input parameters, to be passed as CGI input values.
