Offhand, I'm not sure what the problem would be. It's a little
difficult to debug locale problems. The first question would be if
you run htdig with -v or greater, whether you pick up a "Unknown
locale" message. I doubt it, but it's possible.
My other guess is that since ht://Dig only supports ISO 8859-1
charsets, it's not similar enough to be recognized.

No. This will help set the endings fuzzy matching algorithm. But it's
not necessary for indexing.
