[htdig] How to search phrases ?

Hallo,

i want search with ht://dig for phrases, means e.g. "water flow".

So i thought, if i write 

        "water flow"

NOT

        water flow


i would get the right result, but both inputs brings me the same
number of hits (more that 2000).

Is there a way to search for phrases with ht://Dig ?
