ht://Dig has no clue about anything Apache is doing. If access is over
HTTP, it doesn't need to "worry" since it's just another browser. If access
is over local filesystems, the local_* directives will allow information to
be passed.

This doesn't do what you want. This will index ONLY the index.html page.

It sounds like what you want is something like this:
start_url:      http://websys.microcenter.com/index.html
limit_urls_to:  http://websys.microcenter.com/
max_hop_count: 1

This will index all pages linked from
http://websys.microcenter.com/index.html as long as they're on the same
server.
