As most of Java developers/users are upgrading their
skills/applications to latest Java API, I think it is not necessary to
make the API compatible with Java 1.2 as there are not much
differences between Java 1.3 and Java 1.2

I believe if API is compatible with Java 1.3 and above that is O.K .

My vote is +1 for  Java 1.3 and above
