it's a Perl script in the panotools repository. It should point to http://www.photopla.net/hugin/dlcounter.php?svn=XXXX with XXXX being the SVN revision you checked out. If XXXX is higher than a certain threshold, it will send you to the welcome page on hugin.sf.net. If it is smaller than the threshold it will send you to a page that says that the installer is outdated. It is a mechanism to inform users when they are using stale snapshots.
