it's a Perl script in the panotools repository. I documented how to 
produce Windows executables at

what URL did you put exactly? the process to generate the URL is fully 
automated when you download the source from SVN and run it through 
CMake. It should point to 
http://www.photopla.net/hugin/dlcounter.php?svn=XXXX with XXXX being the 
SVN revision you checked out. If XXXX is higher than a certain 
threshold, it will send you to the welcome page on hugin.sf.net. If it 
is smaller than the threshold it will send you to a page that says that 
the installer is outdated. It is a mechanism to inform users when they 
are using stale snapshots.
