I'm a newbie, but this much I'd figured out already. I didn' t put
those files there myself. They are created there in the build process.
Hence my conclusion it's an error in the SDK.

I did that from the start.

the .iss file is not there, but in the hugin_build/platforms/windows/
installer

I'm guilty of not doing that for sure. In fact, I never really meant
to get caught up in the development process because I don't have the
skills for it and no time at the moment to really learn them. I just
happened to check the mailing list when guido announced the SDK and
figured I could give it a try, as I was pretty frustrated I could not
get it to work one previous time I tried. I was happy it worked, but
I'd expected one of the 'real' developers to come up with a working
installer very soon after that, but that didn't happen. So I shared my
half-baked installer with the world, figuring that if I preferred a
semi-installed alpha of 0.8 over 0.7, others might as well.

If you feel this action of mine is causing too much confusion let me
know and I'll take the installer down. I'm taking it down anyway once
i reach the count of 1000 downloads because of the traffic limit. I'm
at 450 now.
