Not only this, but the autostitcher may have found control points between images 0 and 20, while it apparently didn't find any between images 17 and 18. Then it would make sense to auto-order the images 18 -> 20 .. 0 -> 17. You can always control which images are on the two ends by ensuring control points between all the other images pairwise, and none between the 2 end images.
