The panotoolsng group is a great resource for panoramic photography, i.e. the camera stuff, but I've long since given up even announcing releases there because of the very vocal people who have an ideological objection to free software.
There are plenty of things wrong with Hugin, but given a Hugin installation with an already configured control-point generator, most people seem to get results straight away. When they have to find and configure a control-point generator most people give up (or complain that "it doesn't work").
i.e. the number one priority for a long time has been to ship a Hugin release that already includes a control-point generator.
I can see you had trouble building everything on Windows from scratch, and this seems unfortunately to be a common experience, but it isn't a usability problem - We don't expect 'normal' users to have to do this kind of thing, they should have a nice installer or package that hides all the effort.
