I think that maybe you're using the 'plain' preview, which is the old way of previewing, offereing some features some people won't do without. The pto format is documented at http://wiki.panotools.org/PTStitcher The Wiki is a treasuretrove of information, but at times it's not so easy to find what you are looking for.
