Just an idea: why not use Freeimage [0] to do the image loading/saving?
This adds support for a whole bunch of image file types (including but not
limited to TIFF, JPG, PNG and also HDR, EXR and multiple RAW formats)
without having to write your own compatibility layer to account for
differences in image data convention. It has dual license [1]: GPLv2 for
OSS projects like Hugin, or a proprietary license for use in commercial
projects.

I'm actually wondering why Hugin, Enblend and other tools aren't using this
library. Besides its support for a wide range of image formats, apparently
it includes routines to easily transform image data into OpenGL formats
too. Not sure if it supports cropped TIFF though, I haven't really delved
into the matter.
