Build "instructions", such as they are - they work for me on WSL Ubuntu, at 
least - are in the build.txt file:

  g++ -msse4.1 -pthread -ffast-math -Ofast -o multiblend multiblend.cpp -lm 
-lpng -ltiff -ljpeg
