I'm puzzled as well.  I don't think I was ever able to use winhugs
with Fran.  I haven't tried June '98 Hugs yet, and I don't have
winhugs.  I don't see how to build it from the sources.  Or am I
confused about what the "GUI version of Hugs" is?

I think the current version of Fran doesn't need this DLL, but I've
lost track of which version is in June Hugs.
