I'm about to announce it widely - it'd be a drag if Fran wasn't
working correctly. (My testing consisted of running the first few
examples in the tutorial.)

You should have it.
winhugs.exe is in the installshield build (and the others too I think).
It gets installed into c:/hugs by default but doesn't get put into the
start menu. (To the minimal extent to which excluding it from the
start menu was a conscious choice, it's because winhugs doesn't (or,
at least, didn't) work with Fran or the Graphics library.)
