I'm not getting that behaviour on my machine using Hugs971118 on Linux.
(On my machine, it just goes into an infinite loop - which is exactly what
I'd expect for this program.)
Also, we've never released anything called "Hugs1.4c" so I can't
try to reproduce the error on the version you name.
Can you find out who installed Hugs on your local machine and ask
them which version they downloaded, how they configured it and
what changes they made.

ps Our versions have names like:
Hugs 971118 - the beta release released on 18th Nov 1997
Hugs 1.4 November 1997 - the final release released during November 1997
