I think the tuner that Simon refers to ONLY runs on a MAC
I use Chromatia tuner on my windows PCs from Fmj-Soft
http://www.fmjsoft.com/ctmain.shtml
It works well and you can write your own temperaments as text files

Out of interest I looked at the numbers for Just Temperament (Barbour) on that site
Some of the numbers are very strange and don't conform to the simple harmonic ratios normally used in Just Temperament
Further research found references to Barbour having got Just Temperament seriously wrong in his book
Just Temperament uses the integer frequency ratios starting at the root tonic note as below

Ratio    Cents dev from ET
1:1               0     Root tonic note
16:15            +12
9:8              +4
6:5              +16    Minor third
5:4              -14    Major third
4:3              -2
45:32            -10
3:2              +2     Perfect fifth
8:5              +14
5:3              -16
16:9             -4
15:8             -12
2:1               0     Octave

This works well, I and many others have been using these numbers on HGs for many years

I use the shareware "Chromatic Tuner 1.8" http://www.katsurashareware.com/chromatic/chromatic.html on my laptop. It supports a variety of tunings. As it is  a program for my laptop it can use all input-methods the laptop offers.
