Barbara, My French luteback has sympathetic string tuning pegs similar to what you are describing. I made my own tuning wrench by taking a piece of 1/4" steel rod and cutting a slot into the end of the rod. Then I inserted the rod into a piece of 1/4" inner diameter brass tubing and made a handle out of oak. Here is a picture of the finished tuning wrench.
